
The CCTS Offset Mechanism, established under India’s Carbon Credit Trading Scheme, enables eligible non-obligated entities to develop projects that reduce, avoid or remove GHG emissions and earn Carbon Credit Certificates (CCCs). The Bureau of Energy Efficiency (BEE), under the Ministry of Power, administers the framework and develops applicable procedures and methodologies. The mechanism includes independent third-party validation and verification to ensure credible and transparent climate outcomes. TÜV India supports project developers through risk-based assessment covering project design, methodology applicability, validation, monitoring and verification.
Key elements include:
01 | INDUSTRIES: Eligible industrial projects demonstrating GHG emission reductions, avoidance or removals under applicable CCTS methodologies, including energy efficiency, fuel switching and other eligible interventions.
02 | TRANSPORT: Eligible transport-sector projects assessed against applicable CCTS methodologies, project boundaries, baselines, monitoring requirements and supporting evidence, subject to prevailing CCTS requirements.

A structured, risk-based approach for CCTS Offset projects: The CCTS Offset project cycle involves a series of defined stages. TÜV India can support project developers through the independent validation and verification stages and associated assessment activities.
01 | Project Concept & Account: Define the proposed project activity, establish the project concept and complete the applicable account registration process under the CCTS framework.
02 | Project Design Document: Develop the Project Design Document (PDD) in accordance with the applicable approved CCTS methodology, including project boundary, baseline, additionality, monitoring approach and other prescribed information.
03 | Validation: An independent assessment of the proposed project activity covering, as applicable:
a) Project eligibility and applicability
b) Methodology selection and application
c) Project boundary and baseline
d) Additionality
e) GHG quantification approach
f) Monitoring plan
g) Environmental and social safeguards
04 | Project Registration: Following successful completion of the applicable process, the project is submitted through the prescribed CCTS mechanism for registration by the designated Administrator/competent authority.
05 | Monitoring: The registered project activity is implemented and monitored in accordance with the approved project design, monitoring plan and applicable methodology. Monitoring includes collection, maintenance and evaluation of relevant activity data and parameters required for quantification of GHG emission reductions or removals.
06 | Verification: Independent verification of the monitoring period and reported GHG outcomes, including:

2. Calculations and emission factors
3. Project implementation
4. Supporting records and evidence
5. Application of the approved methodology
6. Achieved GHG emission reductions/removals
07 | CCC Issuance: The verification outcome supports the prescribed CCTS process for issuance of Carbon Credit Certificates (CCCs), subject to the applicable requirements and decisions of the competent authorities.
