The Carbon Border Adjustment Mechanism (CBAM) is a European Union regulation introduced under Regulation (EU) 2023/956 to address carbon leakage and ensure a level playing field between EU manufacturers and non-EU exporters.
Under CBAM, importers into the EU are required to report embedded greenhouse gas emissions associated with imported products. During the transitional phase (1 October 2023 to 31 December 2025), importers must submit quarterly emissions reports. From 1 January 2026 onwards, importers will also need to purchase CBAM certificates corresponding to verified emissions data.
