Information on the transition to ISO 50003:2022

The accreditation of TÜV NORD CERT GmbH (TNC) was transferred to the international accreditation standard ISO 50003:2022 on 2 August 2023.

We would like to inform you about the successful transition of our accreditation for the certification of energy management systems (EnMS) by the German Accreditation Authority (DAkkS).

Accreditation for EnMS certification, issued by the Czech Institute for Accreditation (ČIA) to the certification body TÜV NORD Czech s.r.o. (TNCz), includes the criterion accreditation standard ISO 50003:2022 as of 31/05/2023. This certification scheme is governed by the same rules as the TNC scheme under DAkkS accreditation.

The transition to certification according to the new accreditation scheme will result in changes regarding the calculation of the duration of the audit, as well as the implementation of the audit and documentation from the audit.
Certificates and any sub-certificates do not change as a result of the transition.

For existing customers, the new requirements for calculating the duration of the audit only apply to the next certification cycle. Changes regarding the course of the audit and management of audit documentation, on the other hand, apply immediately, i.e. they will be implemented during the next regular audit of the current certification cycle.

All requirements of the ISO 50003:2022 standard apply to new customers with immediate effect, i.e. new requirements for calculations and changes related to audit execution and audit documentation.

The main changes from the previous edition are as follows:

Changes for audit duration calculations
Newly, when calculating the time for an audit, the following should be taken into account:
- weighted values for complexity (calculation),
- Pareto analysis for determining energy types (customer questionnaire),
- external energy using systems and places without personnel (customer questionnaire).

Audit planning and audit documentation
- The audit should include examining a sample of primary data sources (eg energy bills).
- The time allocation for reviewing primary data sources must be documented in the audit plan.
- Energy consumption for each energy source and must be reported in the audit report.

Duration of the audit
- At least 80% of the calculated audit time will be spent on site (previously 70%).
- A maximum of 20% of the calculated audit time will be spent on audit preparation and follow-up.

Continuous improvement of energy efficiency
- During the control audits, the audit team will review the measures taken by the organization to improve the energy efficiency of the organization; proof of improvement in energy efficiency is not required for control audits.
- During recertification audits, the audit team must determine, based on the Energy Performance Indicators (EnPI), whether the organization has demonstrated continuous improvement in energy efficiency.

Multi-site organization
- Multiple sites can be considered as one site if they are close to each other. Thus, the number of effective EnMS workers, the types and consumption of energy and the number of VUEs can be added up.
