Saudi Standards, Metrology, and Quality Organization (SASO) oversees the "SALEEM" Saudi Product Safety Program. Under this scheme, SASO has implemented SABER, an electronic conformity assessment platform to manage both the product and shipment certificates.
Product Certificate shall be obtained for the goods falling under SASO Technical Regulations, i.e regulated products, and a Self-Declaration for non-regulated goods. Shipment Certificate shall be obtained for all the regulated and non-regulated products which are moving to Kingdom of Saudi Arabia.
TUV NORD (Hangzhou) Co., Ltd can issue Product Certificate of Conformity which includes a two-stage certification process to export products into the Kingdom of Saudi Arabia:
SASO Services: Product Certificate of Conformity (PCOC)
Product Certificate of Conformity (PCOC) shall be obtained for all the Regulated Products as per the SASO Technical Regulations and it is valid for one year upon issuance.

PROCESS FLOW
- Importer adds Product information on the SABER Platform for obtaining PCoC.
- Importer selects Certification Body (CB) such as TUV NORD (Hangzhou) Co., Ltd for issuance of PCoC.
- Payment of PCoC Fees. (Government + CB)
- TUV NORD (Hangzhou) Co., Ltd facilitates the Product Conformity Assessment Process and liaises with the exporter/manufacturer for submission of all substantiating documents.
- Evaluation of the documents against the requirements in Technical Regulations and Standards.
- Performing Factory Audits (if applicable)
- PCoC will be issued in SABER portal and it is valid for one year upon issuance
SASO Service: Shipment Certificate of Conformity (SCOC)
All the consignments with regulated and non-regulated products, which are moving to KSA shall obtain the Shipment Certificate of Conformity (SCoC) for the Customs clearance.
PROCESS FLOW
- Importer to send online request on SABER for obtaining SCoC for importing products into KSA
- TUV NORD (Hangzhou) Co., Ltd verifies the validity of PCoC for regulated products.
- Payment of SCoC fees.
- SCoC is issued through SABER online portal and the validity is for that specific shipment only.
