What is TRCU?

TRCU stands for - Technical Regulations Customs Union. All CIS countries (Commonwealth of independent states), the erstwhile Soviet Union, require mandatory certification for safety and health insurance of imported goods. Russia, Armenia, Belarus, Kazakhstan, Kyrgyzstan have implemented the TRCU regulations at present.

This mandatory certification is called as EAC (EurAsian Conformity Certificate) mark.

Under EAC there are 47 regulations which cover Railways, Low & high voltage equipment, toys, machinery and equipment, Elevators, Equipment in explosive environment, Food etc..

At present, TUV India provides services for equipment under regulation :-

004 – Safety of Low Voltage equipment (Electrical and instrumentation items etc.)

010 – Safety of machinery and equipment

032 – Safety of equipment and vessels under pressure (pressure vessels, Heat exchangers, Columns etc.)

It requires in-depth understanding of codes and standards (including ASME & Non ASME), thorough knowledge of items under the various categories of TRCU regulations & clarity in documentation required to get the goods accepted at the final destination.

The need for import of equipment from India has reached a record high due to expanding market in the CIS region. As technical experts, TUV India can facilitate a better understanding of TRCU requirements after upgradation from GOST.

The TRCU certification scope can be broadly classified into:-

1) COC (Certificate of Conformity)

2) DOC (Declaration of Conformity)

3) Technical Passport (Manufacturers data record)

4) Justification of Safety (Installation & Operation manual, winter startup procedure etc.)

COC & DOC are issued by the local regulatory body after compliance to the requirements of sr. no’s 3 & 4.

Procedure – Though it appears to be simple it is not so. It is a complex process which involves understanding the technical requirements of the job, educating and guiding the manufacturer in design, review of documents w.r.t the regulations, stage wise inspection, compilation of records, translation of desired documents and records in dual language (English and Russian), submission of the technical passport and justification of safety to the regulatory body, resolution of queries & facilitation in obtaining COC & DOC.

Due to the involvement of multiple entities there is a possibility of getting queries from DEC, PMC & end user. These can come at various stages even after issuance of COC & DOC. The most queries seen till date have been related to Design, group/zone classification, HSN code (Harmonized Synchronized Code).
