Acting on behalf of the investor/owner, the OE provides consulting, review, management, and assessment services throughout the project lifecycle or key phases, ensuring project delivery meets design, specifications, standards, cost, schedule, quality, safety, and environmental targets. The OE balances constraints, identifies issues, and monitors stakeholders to ensure timely milestone achievement.
The OE safeguards compliance, controls quality, schedule, and cost, reduces risks, and ensures the project meets owner objectives. It acts as the owner's "technical steward," reducing management pressure.
Pre-project: Feasibility study, site selection, resource assessment, technical solution comparison, tender document prep/review, supplier/contractor selection.
Design: Review designs, propose optimizations, ensure compliance.
Manufacturing: Supplier audit, contract review, technical deviation negotiation, warranty review, lab testing of key materials/equipment.
Construction: Supervise quality, progress, safety; review construction methods; resolve technical issues.
Acceptance & Grid Connection: Completion review, witness commissioning/acceptance, performance assessment, project certification.
O&M: Assist with O&M plans, assess effectiveness, provide technical support, and advise on operational decisions.
