Managerial Competence Systems for the implementation of public works – Requirements

The ELOT 1429 standard combines the requirements of quality management system with those of a project management system.

Public works cover the needs of society and aim at development, social integrity and improvement of civilian life quality. These works include co-funded projects of the period 2014-2020, and projects that are funded by the public sector from national or Community funds.

The development of a series of standards concerning managerial competence was the result of the need for improvement of management systems and monitoring systems of the actions carried out in the framework of development interventions. The application and maintaining of a Managerial Competence System helps achieve the project goals with the most efficient utilization of the given resources.

The standard is to be implemented with regards to the requirements of the following three application guides:

  • ELOT 1431-1, guide for the application for organizations implementing projects of public works, Type Α
  • ELOT 1431-2, guide for the application for organizations implementing projects of public procurement, Type Β
  • ELOT 1431-3, guide for the application for organizations implementing special type projects, Type C

The standard ELOT 1429 can also be implemented by organizations that carry out non-public works and wish to improve their managerial competence.

TÜV HELLAS is accredited by the National Accreditation Council (ESYD) according to the requirements of ELOT 1429 and the relevant guides ELOT 1431-1, ELOT 1431-2 and ELOT 1431-3 and offers evaluation and confirmation of Managerial Competence Systems for the implementation of public works of high level and added value.
