Pressure Equipment - Directive 2014/68/EU PED

The European Directive 2014/68/EU, or "PED Directive," sets the requirements for the design and manufacture of a wide range of devices containing fluids (liquids, gases, vapors) that operate at a pressure above 0.5 bar. The Directive refers to pressure vessels, steam boilers, piping, pressure accessories, and assemblies thereof, and concerns manufacturers or their authorized representatives.

According to the Directive, pressure equipment must:

  • be safe,
  • meet the basic safety requirements in its design and manufacture,
  • comply with appropriate procedures for conformity assessment, and
  • bear the CE marking.

TÜV CYPRUS provides equipment certification services (e.g., pressure vessels for refineries, chemical industries, LPG containers, heat exchangers, steam boilers, piping, piping assemblies, and valves) through a combination of the following elements:

  • Design/Type Approval,
  • Construction Inspection,
  • Quality Assurance System.

Simple Pressure Vessels

Simple pressure vessels are those subjected to internal pressure greater than 0.5 but less than or equal to 30 bar. Simple pressure vessels are intended to contain air or nitrogen and are manufactured in series.

The EU specifies the technical specifications for the manufacture of simple pressure vessels through Directive 2014/29/EU. The directive concerns manufacturers or their authorized representatives.

Certification of the equipment by TÜV CYPRUS is carried out through:

  • CE Type Examination and Surveillance, or
  • CE Verification.

Transportable Pressure Equipment (TPED)

Transportable pressure equipment are considered to be all receptacles (cylinders, bundles of cylinders, pressure vessels, cryogenic receptacles) and all tanks that transport gases and dangerous goods by road and rail.

The design, manufacturing, reassessment and periodic inspection of transportable equipment is defined and set out in the EU Directives 2010/35/EC on Transportable Pressure Equipment and 2008/68/EC on the inland transport of dangerous goods.

Transportable Pressure Equipment (TPED) - Chapters 6.2 & 6.8 of ADR Agreement

Inspections according to Directive 2010/35/EU by the Notified Body TÜV Cyprus

The inspection and certification of transportable pressure equipment, such as tankers and gas cylinders, at all stages from design, production, and use, is a legislative obligation that confirms the safety of the equipment and its compliance with manufacturing and operational specifications.

TÜV Cyprus is accredited with EN ISO/IEC 17020 by CYSAB (with certificate number IB002) and is a notified body with number NB 2261 to conduct inspections for the compliance of transportable pressure equipment based on Directive 2010/35/EU and chapters 6.2 and 6.8 of the ADR agreement.

  • The inspections cover conformity assessment, intermediate and periodic inspections, exceptional checks, and reassessments.
  • They apply to pressure vessels including gas cylinders (e.g., LPG cylinders and medical gas containers), valves, and other components (chapter 6.2 of the ADR agreement).
  • They apply to tanks, vehicle assemblies, wagon assemblies, multiple-element gas containers (MEGCs), taps, and other components (chapter 6.8 of the ADR agreement).

ADR

The European Agreement concerning the International Carriage of Dangerous Goods by Road (ADR) refers to the safe transnational transportation of dangerous goods, such as explosives, liquefied gases (for example propane, butane, etc.), flammable liquids (for example benzene, diesel oil, etc.), acids etc. and to the special requirements which vehicles and their drivers have to fulfill.

The inspection of the tank vehicles is separated into three categories:

  • Initial Inspection,
  • Periodic Inspection after 6 years (Internal-External inspection, Hydro-test, Leakage test and function test of the equipment),
  • Periodic Inspection (Ιntermediate inspection) after 3 years (Leakage test and function test of the equipment).

TÜV CYPRUS offers its inspection services for periodic inspection via its inspectors that have been approved by the Ministry of Communications and Works.
