Occupational Health and Safety Management Systems (OHSMS)
Healthy and motivated employees are a vital factor for business success, and in many companies, occupational health and safety management systems now make a major contribution to the avoidance of injury and ill health. The systems provide a framework for identifying potential and existing health and safety risks at the workplace and also promote a proactive approach in order to minimize and eliminate them. This means that organizations not only demonstrate a sense of responsibility but can also reduce costs through lower accident and illness rates − whilst at the same time increasing employee satisfaction.
Since 2007, British Standard BS OHSAS 18001 has been the basis for certification of internationally-recognized occupational health and safety management systems.
Now, the new international Standard ISO 45001 has provided the basis for continuous improvement of occupational health and safety throughout the world since 12 March 2018. It was developed by the International Organization for Standardization (ISO), and replaces the previous British Standard BS OHSAS 18001 as the key to certification of internationally-recognized occupational health and safety management systems.

Taiwan Occupational Safety and Health Management System (TOSHMS)
In 2008, the Taiwan Occupational Safety and Health Management System (TOSHMS) independent verification and performance recognition system was promoted by The Occupational Safety and Health Administration of the Ministry of Labor (OSHA), and the traditional key labor safety and health management system was moved towards the systematic and international development.
The Occupational Safety and Health Administration (OSHA), Ministry of Labor, has set the policy for ISO 45001 and TOSHMS as Reference ISO 45001: 2018 to develop national standards CNS 45001, and require high-risk career or Institutions that have reached a certain scale to follow this CNS national standard and the TOSHMS specify audit items requirements set by OSHA.
The Taiwan TOSHMS guidance, providing a systematic PDCA management structure, shall enable organizations to implement effective OHS management. In addition, in view of possible future application impacts to small and medium enterprises, the CLA will cooperate with relevant authorities and leading institutes to revise the TOSHMS and its implementation strategy.
