Energy Efficiency

• Art. 169, para. 1, item 6 of the Spatial Development Act (ZUT) – regulatory requirements;

• Art. 6, para. 1, item 1 of Ordinance No. 7/2004 (amended SG 85/2009) – criteria and main indicators for the energy efficiency of the project;

For completed buildings (before commissioning):
TÜV NORD Bulgaria prepares a report on compliance or non-compliance with energy efficiency requirements and prepares an energy certificate according to:

• Art. 169, para. 1, item 6 of ZUT – regulatory requirements;
• Art. 6, para. 1, item 2 of Ordinance No. 7/2004 (amended SG 85/2009) – criteria and main indicators for the energy efficiency of the building;
• Ordinance No. 5/2006 – technical (energy) certification of buildings.

Energy audit of existing buildings (commissioned before or after 2005):
TÜV NORD Bulgaria prepares a report on the building’s energy performance based on operational energy consumption for heating, cooling, ventilation, domestic hot water, lighting, and appliances for all users of the building. The audit determines the building’s energy class and provides recommendations for energy-saving measures to improve the building’s energy class. A summary includes technical and economic indicators (costs, payback periods, etc.) for the proposed measures.

Additional incentives:

• Buildings of energy class “A” or “B” are exempt from property tax for 7 or 3 years, respectively (Art. 24, para. 18 and 19 of the Local Taxes and Fees Act).

• Art. 6, para. 1, item 2 and Art. 7 of Ordinance No. 7/2004 (amended SG 85/2009) – requirements, criteria, and main indicators for energy efficiency;
• Ordinance RD-16-294/2008 of the Ministry of Economy and Energy – detailed energy efficiency audit of buildings;
• Art. 10 of Ordinance RD-16-295/2008 of the Ministry of Economy and Energy – energy certification and energy passporting of buildings.
