Certifying rolling stock and other partials systems such as the train control, train protection and signalling is subject to European harmonisation insofar as the European railway guidelines are applicable. The Trans-European Railway Interoperability Ordinance (TEIV), the Technical Specification on Interoperability (TSI) and the Trans-European Network (TEN) describe the environment of the authorisation procedures.
This European authorisation procedure is carried out by appointed centres while continuing to involve the national safety authorities. Within the European authorisation procedure, the national safety authorities continue to assume important tasks such as issuing the commissioning approval for partial systems, examining the potentially remaining national involvement in the authorisation procedure and the drafting and adherence verification of its own requirements relating to the special features of the respective national transport system.
The national authorisation procedures continue to be used for the authorisation of rolling stock and other partial systems to which the European railway guidelines do not yet apply. The national agreements on Cross-Acceptance make an important contribution towards reducing the complexity of authorising rolling stock used in several countries.
