Notified Body for Interoperability: TÜV NORD to certify constituents and subsystems for trans-European rail systems
TÜV NORD Luxembourg is now a Notified Body for rail system interoperability and may therefore certify constituents and subsystems on the basis of the European Interoperability Directive, 2008/57/EC.
Whenever a new railway locomotive or carriage is placed on the market, a section of track is equipped with new control equipment or a new railway station or bridge is built, a notified body has to perform the necessary certification. The notified body establishes if the subsystems or components conform with the Technical Specifications for Interoperability (TSIs) that are binding throughout Europe. If these Technical Specifications are fulfilled, the basic requirements for harmonised cross-border rail traffic, so-called interoperability, are also met.
TÜV NORD Luxembourg was appointed as a Notified Body Interoperability by the European Commission in autumn of this year, and may therefore assess conformity with the TSIs throughout Europe. Besides this, in summer the company received recognition as Designated Body for Luxembourg and performs assessments pursuant to the additional national requirements of Luxembourg in this context. One of the first projects of TÜV NORD Luxembourg as Notified Body is certification of a freight wagon according to TSI Rolling Stock – Freight Wagons, TSI Noise and TSI Safety in Railway Tunnels.

The prerequisite for the recognitions as Notified Body and Designated Body was accreditation of TÜV NORD Luxembourg as a certification body for products in the area of railway interoperability. The accreditation was performed by the German accreditation body DAkkS in collaboration with the accreditation body in Luxembourg, the Office Luxembourgeois de l’Accreditation et Surveillance (OLAS).
TÜV NORD Luxembourg was established in December 2011. Together with other TÜV NORD companies, above all in France, the Netherlands, the Czech Republic and Germany, it offers a comprehensive range of services for the rail industry. A particularly important aspect is EC conformity assessment based on the TSIs.
