Urban planning
Urban planners have the task of designing and fulfilling a whole range of social and private requirements taking social, cultural, ecological, economic, transport and technical aspects into account.
The Federal building code (BauGB) offers the legal framework to determine the objectives taking land use planning and the respective site conditions into account. Here, the preparatory municipal land use planning (zoning plan) is applied. In principle, the entire community is examined, but concrete decisions are made within the context of the binding land use planning (development planning) for partial zones.
We process all stages of the land use planning and support both the communes and private individuals with these tasks and questions.
What planning instruments do the communes have at their disposal?
The zoning plan outlines, for the entire community, the type of land use possible for the planned urban development.
Conversely, the development planning (project and infrastructure plan) includes the legally-binding stipulations for the urban development code. It forms the basis for further measures required for the enforcement of the Federal building code (BauGB).
Further simple but binding control options for the communes are a series of other urban-development rules for controlling the development in their area. Furthermore, there is the possibility of using rules to secure the land use planning. In particular, we must mention the change of use prevention policy as per § 14 BauGB.

What standards and legal regulations form the basis of our work?
The basis for urban development measures are §§ 5, 8, 9 and 12 of the BauGB.
The following urban development rules are available to the communes as further simple, but binding, control options for controlling the development in their area:
- Clarification rules as per § 34, Section 4, Clause 1, No. 1 BauGB
- Clarification rules as per § 34, Section 4, Clause 1, No. 2 BauGB
- Supplementary rules as per § 34, Section 4, Clause 1, No. 3 BauGB
- Combination of the above-mentioned rules and
- Exterior zone rules as per § 35, Section 6, BauGB.
For the respective rules and the creation, supplementation, cancellation and change of land use plans, a sound understanding of the procedural guidelines and the process options as per §§ 3, 4, 13 and 13a of the BauGB is essential.
